On February 19-20, 2025, a meeting of the Working Group on Information Technology (CESNI/TI) of the European Committee for Drawing up Standards in the field of Inland Navigation (CESNI) was held in Strasbourg (France) The meeting was attended by representatives of the European Commission (EC), the Central Commission for the Navigation of the Rhine (CCNR), the Danube Commission (DC), the International Sava River Basin Commission (Sava Commission), the Moselle Commission, the United Nations Economic Commission for Europe (UNECE), representatives of the Danube countries, members of CESNI/TI and representatives of recognized organizations. Taking into account Ukraine's desire to build a River Information Service (RIS) on its own section of the Danube, CESNI granted Ukraine the status of an observer state. The Ukrainian delegation at the Working Group meeting included the Head of the RIS Department of the State Enterprise "UKRVODSHLIAH" Captain Illya Tykhonov. The meeting considered a wide range of issues related to the activities of CESNI/TI in the past year and plans for 2025-2027 on all main key technologies related to the functioning of RIS: Electronic Chart Display and Information System in inland navigation (inland ECDIS), Notices to Skippers (NtS), Electronic Ship Reporting (ERI), Vessel Tracking and Tracing (VTT). Members of the CESNI/TI temporary working groups gave several presentations on the further development of RIS technologies in the future, in particular, the introduction of new digital technologies for the implementation of autonomous navigation or remote operation system, increasing the reliability and quality of data circulating in RIS, data protection, etc. Particular attention was paid to the introduction of the new European Standard for River Information Services (ES-RIS), which combines all key RIS technologies. A comparative analysis of the 2023 and 2025 versions of ES-RIS was carried out. Annex 32 to ES-RIS contains the Notices to Skippers Reference Tables in 13 languages of the main European inland waterway user countries. A member of the Ukrainian delegation, Captain Illya Tykhonov, submitted proposals to the CESNI Secretariat to include terms in Ukrainian language in this table. This proposal was supported by the Working Group. The Ukrainian delegation will be provided with recommendations on further formal steps required for this. The Ukrainian side has undertaken to prepare and provide a Ukrainian version of the terms for inclusion in the Notices to Skippers Reference Tables which will published when the next changes to ES-RIS, which are expected in 2026.
